STATES WITH THE HIGHEST (AND LOWEST) PERCENTAGES OF THEIR "RENTER-OCCUPIED UNITS" WHERE ALL UTILITIES ARE INCLUDED IN THE RENT PRICE

Small states, especially those in the North, are much more likely than large states or Southern states (except Hawaii) to include all utilities (like electricity, gas and water) in the rent. These figures do not include places that include one utility (like water) but exclude other utilities (like electricity).
