COUNTRIES WHICH ARE "NOT FREE" WITH THE HIGHEST PER CAPITA INCOMES

These are nations which Freedom House (a non-profit, non-partisan organization which promotes democracy and freedom around the world) considers to be "not free" (versus "free" or "partly free") based on political rights and civil liberties. Most of the 49 countries in the world which are "not free" have low incomes (only 5 have per capita incomes above the global average of $8,200). Of the countries listed below, all except Belarus have high amounts of oil production.
